Penguin Point, the new exhibit that opened on May 18th, is located where it says "West Plaza" on the map. It is difficult to read but it is basically the highest zone on the map and slightly to the left of the large Canada's Arctic (beluga whale) pool. The penguins are there for 2-4 years before that space becomes developed into something else, and the entire outdoor zone of the aquarium will be revitilized within the next few years. At one point the aquarium wanted an exhibit in the West Plaza that could be seen by people strolling through 1,000 acre Stanley Park, but I'm not sure if that is still the case. The idea was to have underwater viewing in that area so perhaps folks just passing by could see the whales or dolphins via windows for free. I imagine that little kids would then plead with their parents to be allowed to visit the aquarium and see all of the other exotic creatures inside.
