Interesting - this looks like it goes into the old tiger exhibit? I thought it would only be built in an area above the old exhibit.

You're incorrect. This is where the lookout used to be for the lions and now its all gone. If you look at the plan posted, this is the end of the construction where a lookout to Asia is supposed to be. The existing tiger exhibit is in the photo but it is much further down the hill.
