I believe this hut was/is planned to be the entrance/exit point to the zoo and the area before it including the Shop, cafe, play area and African house to be free to enter.
Visitors to enter the zoo to the right of the picture and exit to the left.
Suppose we won't know how they will work it whilst the free entry offer is running.
