Northern California can get below freezing occasionally, but is much warmer than Toronto. I think that Northern California is comparably cool with how cold natural African elephant range is in some parts of Africa in the winter like South Africa and Namibia.
Toronto averages 10 degrees Celsius (50 degrees Fahrenheit) for 7 months of the year. Anywhere in California is a heck of a lot warmer than that! Not to mention hundreds of acres to roam and it is a no-brainer that the 3 elephants will have a far better quality of life at PAWS.
