This is Lophocerus (fasciatus) semifasciatus, the W-African species/subspecies depending on which taxonomy you follow. It can be recognized based on the lack of white on the outer tail feathers (except the tip) and the black on the lower mandible is extended and is clearly below the cutting edge of the lower mandible.
