Opened in 2006 so not really new anymore. Yes there is an outdoor section. In the indoor section light, temperature, humidity and rain/drought is controlled. I don't know if the glass is UV transparent. You may already know it, but it has a ZooLex Exhibit entry. I guess the pool is empty because the photo was taken during a period of simulated dry season or perhaps they were just changing the water. It has always been filled on my visits but I've never visited during the peak of winter (when they simulate the drought). A nice exhibit.
