@DelacoursLangur i saw on a thread about housing bull elephants that was created years ago, a user posted that the larger herd enclosure cannot be used by adult bulls because the moat isn't bull-proof. I'm not sure what makes the moat unable to contain bulls, or is they modified it to make it safer to handle them. I feel it will have to be going forwards with their upcoming renovations. Perhaps they replace that moat with the typical post and cable fences which i feel are more guaranteed for safely housing bull elephants?
