I feel like the photo exaggerates any size differences. In Asia it's fairly common to see a lot of black bears kept together. That being said, you may be right.
I've looked at this photo a couple of times now and I can't get over just how much it looks like a courtyard outside a shopping centre/school/similar establishment. If you took out the bears and the platform then I'd never guess it was to hold animals, the paved ground really sells it in my opinion.
