I can't work out what sort of [presumably Eagle?] this is. The Birds of Prey Aviaries attracted criticism because they gave no opportunity for sustained flight. However, they had natural perching, with the inside one higher up to encourage roosting under cover. Nervous birds would naturally view the passing public from the security of their shelters. I may be wrong, but the birds in these aviaries were usually feather perfect and lived long. They might even have been successful breeding aviaries if each pair of birds had two aviaries, to allow for separation when necessary. This actually worked in the last year or two before demolition, with the Condors, although artificial incubation & rearing was necessary.
