I am surprised they can't climb out of there. I guess the wall below where the people are standing is deeper on the animal side than it looks in this photo.
 
You're right A.D., this photo does make the walls look a lot shorter than they really are. There's also a moat between the central mound and (at least) the front viewing section (where the hooded father and child are standing). I've attached a photo of the Jaguar enclosure which is next to this one, which should give a better idea of the enclosure boundaries, even if it's still a bit deceptive.
I'm not sure whether these enclosures are still used for Jaguars now that the new 'felinario' has opened, I assume that they're displaying fewer Jaguars (to maintain the 'Jungle Zone' theme) perhaps alongside some of the Spectacled Bears which were scattered around the zoo.
