If you zoom in you can see it's head quite plainly. It has flattened out it's body behind the neck to catch the morning sun's rays in order to warm up.
 
Isnt there an island of Australia that all the tiger snakes are blind? At least, that is what I saw on a doco
 
These Black Tigers are growing bigger over time, the bigger they get the more birds they eat when nesting on the Island
 
This is from Kangaroo Island where they feed on mainly small mammals. The Black Tigers you're talking about are other offshore islands in the Great Australian Bight/Bass Strait.
