I'm not positive, but I believe that these are Cardinal Tetras (Paracheirodon axelrodi) because they have so much red on their undersides and it extends all the way across the belly and to the throat. The two species are sort of look-alike species, but the Neon Tetras have a mostly white belly and throat.
