When I was there they had both Tapirs in the same exhibit with two Mountain Goat Kids to left of this exhibits.

Both were in the same exhibit. They have the two middle exhibits between the Okapis and Elephants, it is open between them.

Is this and the okapi exhibit still open with the elephant exhibit construction going on?

Once the $13.5 million Encounter Africa complex is complete the north-east section of the zoo will be devoted to expanded exhibits for African elephants (possibly 2 acres including the off-exhibit zone), Meerkats (one of two exhibits at the zoo for this species) and Lions. Also, Black Rhinos are a new addition to the establishment. What appears to be a small Okapi exhibit has been added next to the zebras in the African Rift Valley complex.
