Did they have more than 3 when you visited? I could only see 3 when I visited earlier this year and thought it was a great shame considering they have a nice large enclosure.
The zoo has 17 penguins and number has been stable for several months now, I can only assume they were in their nest boxes on the day of your visit. As for the birds condition, thats one scruffy penguin but only because it is going through a heavy moult.
Saw about 12 penguin's yesterday (May have been more as the little penguin huts are hard to see into. They all looked in good health and none like this what so ever.
The beak, top mandible, is quite deformed but could possibly be trimmed as well ?
Some penguins have a hormonal condition which affects feather growth, this poor fellow does not even have any pin feathers coming through, they look possibly nibbled off ??
Notice that the head and neck feathers are not touched, as these areas the bird cannot reach.
