That's horrible. Since I saw this zoo was for sale a few days ago I've been having a few fantasies about what I'd do with it if I could buy it. First on the list now would be sort this out or have the cat put down. (I work with domestic cats, and that coat looks similar: mats like that are likely to be causing pain, and can pull the skin up into them to the extent that it dies and sores result)
Not surprising really. Some domestic cats can get in a mess like this as a result of being bred for coats they can't maintain (eg Persians), but otherwise a cat that's not keeping it's coat in order is likely to be a sick cat.
