This exhibit opened in 1999 at a large cost of 2.5 million pounds, and while some folks scoff at the idea of spending millions on animal exhibits this photo goes to show that quite often zoos can get a lot of bang for their buck. I'm sure that attendance did not suffer with the arrival of what appears to be a quite splendid South American fur seal/penguin/inca tern/common eider pair of exhibits, and is this the largest amount of money that Bristol has ever paid for a new exhibit complex?

Almost certainly- but they got value for their money- it is a remarkably good exhibit in my opinion. Lot to see from different vantage points. I think all visitors must enjoy this exhibit.
 
Something to bear in mind is that the underwater viewing created a large sheltered space in a corner of the zoo where there was previously none. In my experience Bristol gets a lot of rain!

You bring up a good point, as I see that the zoo added covered walkways all the way from the entrance to Twilight World, and then onwards to the reptile house and aquarium along the same basic pathway. An individual could conceivably spend a couple of hours at the zoo and see many exhibits before even getting wet!
