Yes it is. Despite all the junk filling, I'm sure that, being Bristol, the finished effect will be good/realistic. What you can't see in this photo, but is on another one, is the very high superstructure which now encloses this (the ex Zebra/Okapi/Cassowary)paddock- I'm a bit surprised they got planning permission for it.
If I remember rightly there were three of these under construction and a path that leads around and through them. Despite the hight of the enclosing structure I'm not really surprised that planning permission was granted, the penguin enclosure is higher and overlooked by houses, this is only overlooked by the college.
I have seen a great deal of artificial rock/shotcrete structures in construction. But never one built entirely on old discarded tires. A brilliant re-use of trash instead of requiring loads of steel (as is typical).
