The green poles you can see on the right side of this picture are chain link fence but most of the enclosure is glass walled or wooden fencing with smaller glass windows. Most of the fencing has a stand-off barrier too, apart from the part closest to the penguins. There's also the possibility of seeing over the top if you're tall enough (6ft+)
