Looks like a species of sandperch, family Pinguipedidae.

Pretty sure this is a Spotted Grubfish, Parapecis ramsayi. This seems to be the only image of this species in the zoochat galleries.

Back in 2009 I had no idea what a sandperch or grubfish was. I've encountered a couple of species of them in the wild now and I'm inclined to agree this is a grubfish. Not familiar with ramsayi but happy with that ID.
