There are a lot of free-ranging mara at Whipsnade, and I'd imagine it's really tough keeping the foxes out of there. Perhaps the two have formed some sort of balance.
I've never seen a fox at Whipsnade on my many visits, though i'm sure there must be some! Saw one close to the truck on the african experience on my only visit to Port Lympne. London definitely still have a fox problem as keepers were trying to find & plug the gap that let one into the african walkthrough aviary when i was there on one of my visits there last month.
