I've always thought the enclosure is too small, so maybe there are plans that we don't know about.
One plan was to move them to the chimp enclosure if English Heritige had allowed the zoo to build a chimp house in the old polar bear pit, naturally they said no.
I think the giraffes would look great in the large chimp enclosure (but the chimps wouldn't look at all good in the bear pit).

I agree with you there, don't see why they couldn't open a small "savannah" on the site of the chimp exhibit as there is just enough space. They could in fact redo the whole of that part of the zoo to be an Africa section.
Hunting dogs where the squirrel enclosures are, extended up the hill obviously. Revamp the childrens zoo into an African farm, pygmy goats to pet, smaller mammal cages around the edge. Get rid of the funfair, make it into a baboon or guenon exhibit, possibly both as I'm having trouble remembering the space right now. Cheetahs in the bear ravine and a Congo forest exhibit in Monkey Trails and the chimp house.
