I can answer 2 of your questions. It's one side of the sea lion pool, the left hand side as you walk into the castle. The other side held dolphins (bottle nosed) and this isn't a Tecton structure.
As for when it was taken, you'll have to wait for Nige to tell you.

But it has to be between May 1971 and February 1974. I have one of Cuddles I'd like to post but I have mislaid it!

Not an exhibit that I'm sorry to have missed. The Patagonian Sealions don't exactly look flattered for space there.
