View of Penguin Pool and Safety Barrier to stop the staff from falling in.

To date I have only criticized precautions taken in the name of safety on a few limited occasions, when the health-and-safety mafia seemed to have gone too far.I am constantly going on and on about the need for safety in zoos, but I think the example in the photo might be a little extreme.I apprecite that on a freezing day in winter, it is conceivable that ice on the concrete could cause somebody to slip and they might just end up in the pool.However, if this ever did happen, it would be terribly unpleasant but unlikely to have disastrous consequences.I think one risk with health and safety precautions is covering the obvious risks, but forgetting about the hidden and potentially more dangerous ones.The barriers in the photo are quite ugly, and I think the trade-off in terms of safety probably does not compensate.
 
The safety bar is a bit extreme though!
 
if it was made out of wood and natural rope i think it would not be so ugly but thats H&S for you
