Thats certainly not a Black kite,its most certainly is a Bald Eagle!

Sorry for the confusion. I have never seen a Bald Eagle and from photos I always thought they were white.

The white head doesn't appear until about 3 years in age.

This bird is one that was bred at Gaunlet in 2010.
