Traditionally this is termed a "pleached arbor." Very 19th Century (even 16th!). You don't see them very often

Chester Zoo's (cough) gardeners created one on the site of a former rose garden a couple of years ago. It hasn't taken well and the arbour is yet to fill out into a real tunnel, an issue I believe can be fairly common.
