Looks like a very young bird. Funny fact about this sprcies : the red and yellow colors on the bill can leak / crock on your hands if you handle these birds.

One of Paignton's pairs raised 3 chicks last year. I think that pair is housed round the corner from the pair in my photos. At least one young bird is on show on the other side of the zoo, in one of the Parrot Aviaries, and there may be more off-show. I can't contradict your expertise, so this bird might be another young one (although the female looks older to me). One of Paignton's staff is the studbook keeper for this species.
