Either the bottom line is a joke (and a funny one at that), or it means something different in British English than it does in American English.

Toilet in British English refers to the entire washroom/bathroom, not just the 'throne' :D
 
Yes, 'toilets' are the actual things, but 'the toilets' is how the whole room would be described. (The sound system company I work for is often asked to install speakers 'in the toilets', for example!)

That said, there's enough ambiguity that this wording is rather on the unfortunate side! :D
