Yes, it is the end of the building that houses the pigs - the Eclectus Parrot has been in here for most of the last few years, and the Ring-tailed lemurs have had a few spells here too, with Eckie moving to the Sick Bays (he's there again now). I have attached a wider view of this end of the building, plus a plan of the whole building (it seems to have worked, but it says "attach" twice - must be my lack of computer expertise).

Unless there is a change of plan, the new exhibit will be at the bottom of the zoo and will be a conversion of the end part of the walk-through aviary (i.e. the separated part) plus at least some of what is currently a feeding station for wild birds. I am not sure how certain are the other proposed developments, so I do not wish to tempt fate, but to couch them semi-cryptically, the exhibit featured in the photograph may be going to have smaller mesh and be used for smaller arboreal mammals (ones that may just happen to be primates). If that happens there will be a need for a new Eclectus Parrot aviary, and if you were to guess that this may be constructed on the site of the current Budgerigar aviary you may not be far wrong .
