Having seen both in the same day, I'd say it can't be too different in size from the Twycross giant tortoise enclosure whose size you so dislike! The two are very close in area indeed.
And between the second-largest bird in the world, a cursorial ratite with a stride length in metres, and a tortoise, however large, which would you say needed more space?

As you said old Emu enclosure,not current and to answer the question I did see it!But this enclosure has been done since my last visit a couple of years ago!
