Chlidonias 18 Oct 2015 are they free-flying? Or just stuck on a branch? The right-hand one has some bad plucking issues.

I'm pretty sure they're free flying, but many of the birds are rescued pets, so the plucking issues are due to their time as pets (or so the sign said).
