Why would the zoo wait to put up decorations until the day before?

Holidays like Halloween are a great way for zoos to get some visitors through the gates and I've always found the beginning of the month to be a fine time to start advertising. I'm only annoyed if places start to advertise for Christmas in, say, mid-October
