The walkway is only half-open - the entrance is behind the Napier Centre.

No idea, I'm afraid. Certainly nice to be able to see the other side of the paddock, though!
 
I walked along it today, the view will be excellent - but I could only see a single electric strand running along a wall to separate the elephant's pool from the moat separating them from the public. There may be more to this barrier than I could see, but I'm not completely convinced that it is safe if the current in that wire fails. Incidentally there were hotwires strung along the beach - presumably so that the calf (Ganesh Vijay) does not fall into the water.
I'm not sure why they have planted so many dead trees alongside the path. I hope they will cover them with creepers and hide them behind more planting, as they seem rather bleak at the moment.

The electric wire is only temporary while the calf is young the water level will eventually be above the concrete wall that it currently runs along,so when the water is at its full height the barrier will not visible to the eye.
