So all in all, this isn't really very suitable as an enclosure for them, as they dare not add any more climbing stuff in case they escape! One obvious solution would be to roof the enclosure but I bet they will just leave it as it is as such an improvement would be expensive and make it look like a cage again. I imagine the ones next door haven't got anything too 'high' in the outdoors either?
Of course the other enclosures for Apes all have the deep ditches round the Perimeter, which allow for climbing equipment to be safely positioned in the centre of the enclosures, but for some reason this one wasn't built like that and just has the vertical wall surround. So your idea of exchanging Chimps and Gorillas over would rather make sense, but I'm sure it won't happen, at least for now and with the baby Gorilla etc. And the chimps would need to be in one group also.
