Actually, though I'm not aware of costs, there seemed to be a considerable amount of work required in order to create the current exhibit...walls knocked down, the deep upper bear moats filled in, the new substrate added.
I just don't think the structure is suited to any carnivore that can jump....the fencing that would have to go up around some of the exhibit would interrupt views of it. There are many ledges down the back of the mountains.
