Rather unusual and I have never seen that before.

Update-Have removed my comment about the moat water as this was apparently a one-off occurrence caused by an errant squirrel..

A squirrel fell ino the pool and had the choice of getting out on the Lion enclosure land or attempt to climb up some vines or greenery that is dangling down on the side of the pool wall. It choose the greenery and it was dangling clinging on just above the water line . So the your lionesses took it in turns to see if they could reach it by swimming out to the side

A very interesting shot indeed! In nearly forty years I have never seen one of London's lions go into the moat, but apparently "Ruchi", the present adult female's mother and thus this youngster's grandmother, had cleared the fish out of the moat. Maybe it's genetic! :)

It looks to just be duckweed on top which can be be okay for animals since it filters the water and also helps keep it cool.
