Its because he is usually near a corner of the exhibit where the holding is and because o how the viewing is placed, the trees and where he stands, he can be hard to spot. They did add two male elk in the fall though to liven the exhibit up a bit
I know the exact spot you're speaking of that's usually where I look first. The Elk were actually close to the fence as well maybe 10 feet away from this guy. I guess there mixing has worked out well.
