Well considering there is an existing moat, it's thin. I think Ungulate just said that they wanted to increase the height of the moat in case of an escape.
It's a rock work moat, with the plexiglass added and then there is a visitor fence; so no you can't look down. In between the "real" fence and the visitor fence are plants.
