Seems likely. On the keepers twitter it said one of them had just recently started riding on moms back. I don't know if mom is letting anyone else touch or carry them yet.
That is one of the babies - I think the other was underneath at that point - they were all moving to a place in the sun. The other adults piled on and were smelling and touching the babies who mom kept tucked between her front paws. The other pic shows one baby's head and the other one's back. Another I took shows two little tails sticking out.
