The bird looks like a Crested Caracara (Caracara cheriway).

Maybe, although I feel like this one has more of a pronounced ruff of white feathers around the neck than the caracara...

I still feel like it's something else. Compare the neck ruff to the caracara in the "Raptors on perches" photo.

Maybe it looks different due to the mesh, but I'm sure that it's a Crested Caracara.
