No, there have been a number of records of it in Washington in the past. Not sure the number exactly. At least 5.

No, there is one reported sighting from the extreme southwest county in 1976. Eastern phoebes are pretty common in the east, and uncommon in the west. Say's phoebes are pretty common in the western half. I've seen dozens of boh species in the same day.
