Are bearded dragons as popular as pets in New Zealand as they are in the UK, where they are very popular indeed? Or do all those antipodean laws prohibit their being kept by private individuals?

I don't know about New Zealand, but they are extremely popular in Australia. They are probably the commonest lizard species kept in NSW.

there aren't many exotic lizards allowed as pets in NZ, but bearded dragons are one of the commoner ones (see the reptile sticky at the top of the NZ section which mentions which ones are allowed as pets and which aren't). They sell for around $300-ish give or take.
