Looks to me like a moat with perhaps an underwater fence to keep animals and boats apart

Remember this is concept design, no details had been worked out yet, however Zooplantman is correct it would of had a underwater fence to keep the animal and boats separate, alot of the design would have to be made with the good folks at risk management which would mean we would probably have Garner Holt people make a animatonic leopard with a sound system, instead of a live animal. Much safer!

Leopards can jump pretty far. The lion-moat looks big enough, the leopard-moat not.

How wide do you think the moat is? There is no key on the plan we can see.

A leopard can jump more that 10 meters with a run up. That would be some huge boats here in the picture.

the way I read the graphics the leopard exhibit is to be enclosed (top and sides) in a mesh tent. If not, call the lawyers!
