No, for good reasons. If you look closely, I think this plan indicates a mesh enclosure, top and sides, with a horizontal log providing a structural beam to attach a mesh panel through which boat riders can view the leopards.......safely.
Reduakari is right, I went over the notes for the project (these drawings were done 6 years ago so I had forgotten all of the details) and it did have a total mesh enclosure.
As I said these were just fund raising tools and not the working drawings.
