Same reason more species don't have outdoor access, it gets too cold for them to be outdoors in the winter. Wouldn't you rather them be here all year long then in a large (but not as large as this enclosure) during the winter. Besides, Bronx already has a vast majority of outdoor species that can't be seen during the winter because it gets too cold.
