Actually, that looks like a West Indian Whistling Duck. It's a good photo of one, too. Strange background, though.

is the background a mural? It almost looks like the photo was taken through really dirty glass but it's the background that gives it that look.

Yes it's a mural. It's suppose to be of a wetland habitat but it's a bit faded and makes it look like the glass is dirty in photos. The exhibit is home to a fascinating group of birds, though:
Great Blue Heron
West Indian Whistling Duck
Purple Swamphen
Roseate Spoonbill
Madagascar Ibis
