I always wonder why Bronx Zoo is exhibiting a species indoors, although it comes from a region with similar climatic conditions...

The World of Birds was designed to call the visitors' attention to, well, the world of birds. So the very final exhibit was for local birds. Apparently that has changed.
 
Yep, but to the "World of Birds" belongs also the outside exhibits for cranes (and/or emus/cassowaries?). So there is no logical explication why the exhibit for local birds (or birds from temperated zones in general) is in the house and not an adjected aviary at or around the building.
 
Maybe due to health issues, given the disease susceptibility of grouse in captivity, just as more and more American zoos keep their pallas' cats indoors due to the toxoplasmosis susceptibility of this species?
 
Sounds logical. Unfortunately I have not the necessary veterinary background/knowledge to judge about that.
 
Should also note that this enclosure is larger than it appears in the photo.

I do agree that it's weird that they keep cold weather species indoors. If it is a disease thing with the grouse that's fine and this is a nice enclosure anyhow, but with the Kea (which are in a subpar enclosure) it makes no sense.

To help for reference there's a female capercallie on the upper right of the picture behind the rock and next to the tree stump
