I think the savanna would be better if they reinforced the fencing and aloud the elephants to roam the savanna as well, and have their current yard be a demonstration/bull yard.

I wholeheartedly agree, and isn't it true that the elephants are on a rotational basis (the bull and the females switching)? That makes this old, dusty enclosure now seem outdated in comparison to the multi-acre elephant paddocks that are now common in major American zoos.
When I visited in the spring the male was with the females, but the sign stated he was in Musth so we couldn't go down for a closer look of the elephants. Are they trying to breed their older cows? There really hasn't been much information published about the caldwell zoo.
