What does every other zoo do with old or new polar bear exhibits when no polar bears are available?......

Grizzly bears?

I doubt it as they need a flatter area and are not that different from polar bear's in size. Black bears could work if more climbing areas were added but, they wouldn't use the water much.
 
More penguins then? Maybe a temperate species.

- I think he mean's seal's and sea lions. The issue is that every WCS zoo has sea lion's already and the NY aquarium has plenty of seals along with walruses. Penguins could be an option but most of the viewing is elevated so these animals would be hard to see. Also I am not sure if the holding area's contain indoor pools. The zoo has 4 penguin species now, bronx has a different species and the aquarium has another species to.

Tear it out and replace it with an empty lawn, that they will then refer to as "flex space". :D

It seems like most recently when a zoo loses their polar bears or they desperately need to update their exhibit, they just go ahead and plan to renovate it. Erie Zoo is converting their old polar bear exhibit for a big cat exhibit. As for old bear grottoes, it seems just leave them alone for awhile until they are bulldozed over.

I wouldn't say they have plenty of seals. They have three Atlantic Harbor Seals.

Personally I think this would be a pretty good enclosure for a more mountainous species like Mountain Goat or Cougar. The problem, as mentioned earlier, is what to do with the pool area.
