Haha, Ya it is. I can believe you got this shot because of most of your photos but when ever I try to even get a glimpse of a Palla's I always see there tail walking into a thick bush or behind a rock.

I don't have many photos of Pallas' Cats; I have been to almost 140 zoos but I think I have photos of this species from at most two zoos (this one and Prospect Park Zoo in NYC)

I'd like to leave the proper answer to a greater feline expert than I am. However, as an amateur, I'd like to say that, given that cats from the colder parts of the world are often larger and bulkier than those from warmer parts, his size would be not unusual; in colder regions you need thick fur, layers of fat, etc, in order to survive.
