I do not understand why they think otters and fishing cats need to be kept indoors.

I don't either. I could understand why the fishing cats would be, If they aren't good with cold weather. The otters should defiantly be outdoors though.

They should at least have summer outdoor enclosures in addition to their indoor exhibits.
